While I can kind of see its use, they have only been used in one set of database reports since their creation (of which they are also historic and no longer updated). - It belongs with Module:Coordinates/sandbox2 and is intended to demo sandbox vs sandbox2. Template:Coord gets a bit complex and there has been a long time effort to add additional features to it. - Not randomly at all. This module is an unused module in the module space and is subject to all other guidelines and procedures, meaning it can be sent to TfD and deleted. - You want guidelines and procedures? If Modules could be in the User namespace, this would be handled at WP:MFD which generally doesn't delete established users' subpages just because some busybody thinks they're "unused". But since modules need to be in the Module namespace, we need a convention for "userspace" for people to have their own modules, and pages in that pseudo-userspace should probably be judged under the same criteria as other userspace pages. I also note that the "Module:User:<name>" convention has existed for as long as the "Module:Sandbox/<name>" convention, and has the advantage of covering more than just sandboxes.
