This is a proposal for the granting to bureaucrats the ability to remove sysop flags, or "desysop".
Rationale
[edit]We already depend on Bureaucrats to judge community consensus at Wikipedia:Requests for adminship. This means we depend on them not to merely count votes, but to weigh the strength of the arguments presented. If 12 vandals show up and vote "Oppose- So-and-so really sucks!!" bureaucrats are expected to give those opinions the weight they deserve.
Proposed clarification of bureaucrat responsibility
[edit]Bureaucrats can, at their discretion, ask a steward to remove the admin permission from an editor who the community feels should no longer be an admin. In considering the results of a community discussion, bureaucrats will give more weight to objective comments supported by evidence, and less weight to rhetoric and grudge mongering.
Process
[edit]To establish a consensus for removing administrator access, a Request for comment on use of administrator privileges must be opened and properly certified. After a period of two weeks, a panel of three bureaucrats will review the discussion and determine the consensus. The results may be:
- No abuse has occurred.
- Admonishment or warning.
- Reconfirmation of adminship.
- Loss of administrator access. The editor may re-apply through normal channels.
- No consensus.
- Referral to arbitration.
