is this a machine to get propelled on a rope? If not, how is it called?

- There is something called a "battery drill winch", designed to be powered by an electric drill. The picture doesn't show a winch. However, there is a product called a "Pulley-man", which is like a battery drill winch, but has no cable drum. The fireman in the picture appears to be using a Pulley-man in an unconventional way, as a powered pulley system for rope rescue. A similar device is an Ascender (climbing): "power ascender" is a search term that shows battery-powered (but not electric-drill-powered) devices for ascending ropes vertically.
