- In Italy are free of charge critical patients (code red) and urgent patients (code yellow). The others have to pay a 25 € fixed fee plus the socalled ticket on the specialist services provided, with several exceptions, see [[1]]. In Germany nothing is free of charge, without a valid assurance ID you get an invoice as private patient, very expensive. - This is probably going to be a hard question to answer. The level of free care is going to vary. Are you asking about immediate life saving saving care, or varying degrees of longer term care and rehabilitation. Do you count nominal fees as free - care and pharmaceuticals can be subsidized at pennies to euros. Is the patient a citizen of an EU country, a country with which the host country has a medical care agreement, the patient has travelers' insurance, etc etc etc. I suspect the answer very much depends on what kind of a scenario you are imagining.
