Estimating flow in partially filled pipe

I've tried finding formulas online but not sure where/how to combine usual method for full pipes (measure out to fall line 13 inches) with calc for partial fill. I have horizontal pipe 23 inches ID, deepest part of flow is 2.5 inches deep by 12 inches wide. Fall of water to 13 inches (usual Y value) is 15 inches (x value). Need approx CFS. This is not a homework question and if someone can point me to or explain the calc (I don't really care about the roughness coeff)i'd be glad to do the math.
