The English Wikipedia has core notability requirements. These are often further amplified by individual projects across with the principle of "most restrictive". For example, the Football/Soccer project has [[notability definitions for footballers and teams that are helpful, as are the notability requirements for businesses, and similar guidelines for music and bands.
Other language Wikipedias do not have the same standards for inclusion. The fact that an article exists on another language Wikipedia is not a valid or sufficient argument to permit an article on the same topic to exist on the English project.
