While most contributions to the English Wikipedia should be language specific (English), certain contributions to Wikipedia should be language neutral.
These include image labels. Contributors are encouraged to upload images without labels when possible for use across Wikis.
Images which do not contain labels are language neutral, they may potentially be used on any and all Wikis, regardless of language. However, a new copy of images which contain labels must be made for use in each and every Wiki.
Thus users are encouraged to upload images without labels and convey the information with captions or ImageMap instead.
