This is a important concept in Wikipedia, but some people only pay attention to the last two words, overlooking "If a rule prevents you from improving or maintaining Wikipedia". In the vast majority of cases, ignoring a rule will not make an article better, from an encyclopedic standpoint. There is a reason for Wikipedia policies and guidelines being what they are.
