I am in the process of bringing up all the list of municipalities across North America to a high standard and I believe this one is already at featured list quality despite failing a previous nomination from lack of reviewers. The creation of this article involved a collaborative input which makes it one of the better lists that I have nominated. Thanks for taking the time to provide a review! - Yep it does mean "emergency fire" and "emergency medical" services, so no comma would be needed.
- "Municipalities may establish internal subdivisions" Functional or geographical?
