Overall good, just a few oddities:

Done A ccording to the MOS, the term "premier" (and other titles) is only capitalized when used uniquely. So "The office of Premier of the Soviet Union..." is correct, while in "Thirteen individuals have been Premier.", "premier" should be uncapitalized. "Soviet Premier" is also okay, as it is a unique title.
Done "RSFSR" needs explaining. I have no idea what that is.
Done The "RSFSR government" should have government capitalized, as it is a proper noun.
Done The sentence "There was no method of automatic succession to the Premier's office." is unreferenced.
Done Under Rykov, "would later, in 1930 lose" sounds awkward; either remove "later" or stick a comma after 1930 (later is strictly speaking redundant here).
Emdashes should be center-aligned.

Done "Eastern Bloc" is a proper noun and should be capitalized.
Similarly, while not directly related to the list, individual government articles are also proper nouns (and thus capitalized).

Done To me it seems redundant with "in the USSR" in "Oversaw the period of de-Stalinization in the USSR."
Done The second sentence under Pavlov is very long; could you for instance add a comma before "which attempted".
Done File:Tihonov.jpg and File:Valentin Pavlov.JPG are non-free. While it is most probably alright to use it on the article about them, it is not in accordance with our fair use rules to use it in a list of people.
Done See also links should only be included if not in the navigational boxes.
Done The article should not be in Category:Lists of office-holders by country. It should either be moved one step down, or a category for Soviet office-holders be created.

Quick comments – Here are a few things I must have missed the first time I reviewed this list.

Done "Thirteen individuals have been premier. Two of the twelve premiers...". One of these figures can't be right. Upon inspection, I think it's the first one, which appears to be counting Stalin twice.
Done Vyacheslav Molotov: "the implementation of the first First Five-Year Plan". If there was only one First Five-Year Plan, this is a glaring prose redundancy.
Done Nikolai Buganin: "accused of being a member of a Anti-Party Group". Change the second "a" to " the", assuming there was one Anti-Party Group, which our article on it indicates. Giants2008 (27 and counting) 17:43, 16 January 2011 (UTC)[reply]
