- Comment "The upper house is based on a state-wide vote and quota system where voters have the option of selecting a single party "above the line" with preferences flowing to the pre-determined choice of said party, or in Single Transferable Vote style, numbering each of the candidates below the line to allow the voter full control of where their preferences flow."
