Function overview:
This bot will use the data from the Pumi gem (https://github.com/dwilkie/pumi) which is updated weekly from National Committee for Sub-National Democratic Development (NCDD, https://ncdd.gov.kh/) source: http://db.ncdd.gov.kh/gazetteer/view/index.castle, to maintain (and create if necessary) pages relating to the Administrative regions of Cambodia, namely Provinces, Districts, Communes and Villages.

There are currently 1,652 communes and 208 districts in Cambodia. Most of the districts have existing Wikipedia articles, but only a few communes have existing Wikipedia articles. This bot will create an article for each of the missing communes and districts and maintain an up-to-date list of villages in each of them.

This bot will loop though the districts and communes from the Pumi gem (https://github.com/dwilkie/pumi/) and add an article for each missing District and Commune. Furthermore it will maintain an up-to-date list of Communes on the relevant District page, and villages on the relevant commune page.
Pumi gets its data from NCDD (http://db.ncdd.gov.kh/gazetteer/view/index.castle)

I have removed it - there is no indication that the bot operator is ready to submit this. You are welcome to ask them if this is their desired behaviour, but I will state thatat this point in time it will be declined as a violation of WP:MASSCREATE as there has been no consensus shown to indicate it is a desired task. Denied. Sorry, but at this point you do not appear to be ready to be a bot operator. You have made very few edits, here or elsewhere, so we cannot tell whether you have the grasp of the English Wikipedia's policies and guidelines that is required of bot operators here. What few edits you have made recently suggest that you don't have this familiarity yet. Further, the name you've proposed for your bot here shows an unfamiliarity with WP:Bot policy, and is not possible anyway as it is already used by someone on plwiki.
