Estimated number of pages affected: A dump analysis returned 10446 pages in Wikipedia:CHECKWIKI/WPC 555 dump. So a few thousands for the initial run if approved for CBD.

Function details: It's just a bit of cleanup to remove unnecessary nowiki tags which make the wikitext more difficult to understand.
I performed the same kind of modifications on frWP (fr:Projet:Correction syntaxique/Analyse 555).
