Function overview: Basically the same tasks that it currently does for WikiProject Arkansas, I'd like to use with WikiProject Louisiana any WikiProject that wants the bot to do the tasks. Both tagging unassessed articles per a rating from another project, or if there is a {{stub}} tag relevant to Louisiana the WikiProject it is tagging for, it gets tagged as a stub and added to the project.

Estimated number of pages affected: Unable to make a good estimate because of the unknown amount of projects that might want it to run. At least 10,000 though would be an early guess.

- Comment:Is there really a need for all these tag and assess bots? Cant we just have a few? What's more, this bot is entirely too specific (IMO).
