Function details: Removes unblocked users and IP addresses from Category:Wikipedians who are indefinitely blocked for advertising and Category:Wikipedians who are indefinitely blocked for a violation of the username policy. I am happy to split these into two different requests if desired. I am just trying to minimize the paperwork for all involved, so to speak.
Functionally identical to Wikipedia:Bots/Requests for approval/TheSandBot 7, just a different category.
