Function overview: Will be running Fastily's Fbot task 4 from my Svenbot account. It will use his code, so will be functionally identical to the task approved at that link.

Edit period(s): Daily, during months when there is a transfer to Commons drive (January is confirmed, March is planned)
Estimated number of pages affected: Between 5 and 10 a day, with more (up to 100 in extreme cases) when FfD is more active.

Function details: Because there's such an abnormally high volume of activity in the categories for files awaiting transfer to Commons, it would be better to have the files that shouldn't be transferred taken out the category as soon as possible, minimizing the risk that someone transfers a file that shouldn't be transferred. (It's bad enough that someone is running a faulty transfer bot right now, the least we can do is make sure that the category is as clean as possible). Actual function details are at the Fbot task 4 BRFA, and remain unchanged from there.
Discussion
[edit]I'm requesting speedy approval of this. It's not exactly the same logic as Svenbot task 1, this time around I'm asking to run it because the primary operator can't run it as often as is needed, but it's still a duplication of an existing bot.
