Function details: Community sanctions for climate change were superseded by DS, but a number of GS sanctions templates remain on 100-250 pages, roughly. Effectively, this task is a small script to replace the community sanctions template with a DS template. If a DS template is already present (as well as a general sanctions template) it just removes the general sanctions template, leaving the DS one intact.

It will process article talk pages in ~~this list~~ this list (previous search misses some results), but excluding subpages (simple check for if the page title contains a /).
