Denied. Sorry, but a welcoming bot is a commonly declined task, and there is no consensus for it. If you can manage to generate a consensus for it, then that's fine. The main problem is that a welcome bot is less personal, (see Wikipedia:Bots/Frequently denied bots). If you come up with a different idea for a bot, that'd be great!
