Function overview: Where an article is a stub class of both WikiProject Romania and rivers, it automatically adds importance=low to the template, and expands the template (as so [1])

Function details: Finds the category intersections between Category:Stub-Class Romania articles and Category:Stub-Class River articles. It then adds the |inportance=low parameter, as well as performing AWB genfixes to Wikiproject tags (eg. merging into banner shell). As both sets have been given the stub class already, there shouldn't be too much for it to trip over.
