Function details: I am current interim editor-in-chief of The Signpost. Recently, there has been a suggestion that editors mentioned in articles (specifically TROLL, our Arbitration Report) are notified shortly before publication (see link above). This sees non-controversial and easy: have a script run every week, grab the current article text, scan for User: links, then notify the users using a neutral message (also see link for ideas). Repeat three times for every issue (cron'ed), at 24 hours before, 6 hours before, and at publication time.
