@Xaosflux: Let focus only on namespace 14 for now, there is 260864 category that have {{Commons category}} and {{Commons}}, and the wikidata items that have Commons category and page in enwiki just 287166. this is 30 edits but the last check there is:

324175 page have {{Commons category}} or {{Commons}} or {{Category redirect}}
287096 categorys in wikidata items that have Commons category and page in enwiki
63033 categorys that have wikidata items have Commons category and page in enwiki but don't have this templates {{Commons category}} or {{Commons}} or {{Category redirect}}

Now the bot skip any category that have this templates: {{Sisterlinkswp}}, {{Commonscat4Ra}}, {{Template category}}, {{Category commons}}, {{Wikipedia category}}, {{Commons category}}, {{Category redirect}}, {{Cc}}, {{Wikicommons}}, {{Commons Category}}, {{CC}}, {{Common}}, {{Sisterlinks}}, {{Commonsimages cat}}, {{Ccat}}, {{COMMONSCAT}}, {{Wikimedia commons cat}}, {{Commonscategory}}, {{Tracking category}}, {{Commons}}, {{C cat}}, {{Commoncats}}, {{Commonscat1A}}, {{Commonscat}}, {{Commons cat}}, {{Sister project links}}.
