Portal configuration issues

- @Xaosflux: If the source page doesn't exist, the bot doesn't edit or log it on the list of maintained pages. (I deactivated the ones above during the trial so that it was easier to check the logs for other problems.) The bot doesn't check if the source page is properly configured, so it will check for changes and update accordingly. (I can deactivate these as well.) In all cases, the portal maintainers are responsible for proper configuration locally and at enwikinews.
