Function details:
For both adoptor and adoptee, if they have no edits in 30 days, the bot will remove {{adoptme}} or {{adopting}} from their user page.
For adoptor, if they have less than 500 edit count, the bot will remove {{adopting}} from their user page.
For both cases, the bot will leave a message in their talk page explaining the change.

- @Gabrielchihonglee: the edits look OK, and this is only tangentially related, but since you are dealing with Template:Adopting and Template:Adopt me would you update the documentation on these a bit? Include information on the templates of what the expected activity requirements are and that your bot will assist in managing their transclusions.
