It's not approved for (any) editing on the English Wikipedia, and it will remain blocked (again, on the English Wikipedia) until it is, given the history of the account.

(COIBot shouldn't be spitting out en: rather than :en: links, come to mention it). But I agree with HK: the description clearly states article space only.
