Function details: Near identical functionality of the previous bot, just rewritten in a different (and better) language. All are modifying templates on File description pages, so I'm merging this into one task.

Original task Description 1 Replace {{Copy to Wikimedia Commons}}, for local files which are already on Commons, with {{Now Commons}}. 2 Remove {{Copy to Wikimedia Commons}} from ineligible files. 7 Replace {{Now Commons}}, for local files which are nominated for deletion on Commons, with {{Nominated for deletion on Commons}}. 8 Replace {{Nominated for deletion on Commons}}, for local files which have been deleted on Commons, with {{Deleted on Commons}}. 9 Remove {{Nominated for deletion on Commons}} from files which are no longer nominated for deletion on Commons. 15 Remove {{Now Commons}} from file description pages which also translcude {{Keep local}}
