Function details: I've converted this template to a wrapper in the sandbox. Unfortunately, the wrapper only works when substituted and can't be transcluded, so it would temporarily break all transclusions if I copied it to the main template and then used AnomieBOT to substitute it. Instead, a very quick bot run is needed to substitute directly from the sandbox. I've completed technically near-identical tasks before. See Wikipedia:Bots/Requests for approval/BU RoBOT 2 and Wikipedia:Bots/Requests for approval/BU RoBOT 8. I've created testcases at Template:Redirect6/testcases. The first hatnote in each section is what happens when the sandbox is substituted, the second hatnote is what happens when it isn't substituted (i.e. showing that it can't be transcluded), and the third hatnote is the current template. The first lines are exactly the expected appearance as laid out at the TfD discussion which was linked above.
A quick 10-edit trial (on my main account, of course) can be found here. Additionally, the regex is incredibly simple and posted below, so I'm hoping this can get through the process quickly.
