Function Summary: When a list of users (or a link to a list of users) and the message to deliver are left on the appropriate subpage, the bot will deliver the message to the users listed.
Edit period(s) (e.g. Continuous, daily, one time run): Whenever a request is left on the appropriate subpage (probably User:Animum Delivery Bot/Requests)
Edit rate requested: 8 edits per minute

Function Details: It will use AWB to deliver the newsletters with the "append" option enabled. To get the list, I will filter the links and select "Convert to user talk" in the tools menu.
