Function details: An alicorn bot process can run with admin and bureaucrat rights on Wikipedia, this also checks for vandalism and revert them by ClueBot NG, but automatic revert every 12 hours that are vandalism reported randomly detected by this bot account.

Denied. If you had read and understood WP:BOTPOL, you'd already know this has zero chance of succeeding unless you yourself first had admin and 'crat rights. Based on that, the lack of proper detail on what exactly the bot would do or how it would work, and the general lack of coherence in this request, it's clear to me that you're not ready to be a bot operator.
