Interstate 38 (I-38) is an Interstate Highway in the United States. It runs from Waipio, Hawaii at H-2 to Tracy, California at I-5. I-38 is the first Interstate Highway to cross the east Pacific Ocean. It was opened on April 1, 2024. The open of I-38 marks the end of the unusual conventions of the three-digit auxiliary Interstate Highway I-238 as there is a junction between I-38, I-238 and I-580 in Castro Valley, California.

The time zone used in the international water section of I-38 is nautical time, which means using UTC-10 when it is west of 142.5°W, UTC-9 between 142.5°W and 127.5°W, and UTC-8 east of 127.5°W without any daylight saving time observed. During daylight saving time observed in the US, there will be an extra time switch when entering or leaving the contiguous side of the exclusive economic zone of the US.

Route description

I-38 runs from H-2 at Waipio, Hawaii, to I-5 at Tracy, California. The route has a tunnel which pass though Hawaii and California, crossing the international waters in the Pacific Ocean. There are motels and rest areas which contains public toilets, drinking fountains, vending machines, pay telephones, a fuel station, a food court and convenience stores in every 100-mile (160 km) in the tunnel. There are also full internet access in the tunnel.

I-38 begins with an interchange with H-2 at Waipio, Hawaii near the intersect of Ka Uka Boulevard. It travel north to Mililani and enter the tunnel. In the tunnel, it travel northeast and pass though Punaluʻu, entering the Pacific Ocean.

Pacific Ocean

The tunnel in the Pacific Ocean connects Punaluu, Hawaii to Moss Beach, California. In every 100 miles, there are underground motels and rest areas which contains public toilets, drinking fountains, vending machines, pay telephones, a fuel station, a food court and convenience stores.

The tunnel pass though Moss Beach and continue to travel east to Burlingame then traveling northeast to Castro Valley. The tunnel exit is in here and there is a junction with I-238 and I-580. I-38 joins I-580 and runs concurrently with I-580.

I-38 travels east toward Dublin Canyon before descending into Dublin and Pleasanton. After passing through Livermore, the freeway enters the Altamont Pass. The road emerges in the Central Valley west of Tracy, where, after I-205 splits near Altamont Raceway Park, it turns southeastward and terminates by merging with I-5 south of Tracy just shy of the Stanislaus County line.

History

The number I-238 was assigned on July 7, 1983 without a parent Interstate Highway. Because of it, there is a plan to build I-38. It was later decided that I-38 will be built. The construction started in 1986. As most part of the route is a tunnel which is located in Pacific Ocean, it took a long time to finish. The tunnel was completed in 2021 and the construction of the tunnel after 2021 was the interior construction. The interior construction of the tunnel includes building motels, public toilets, fuel stations, food courts and convenience stores inside the tunnel. The interior construction of the tunnel completed in February 2024 and was announced that I-38 will be opened on April 1, 2024.

On April 1, 2024, I-38 is opened. As the same time, part of I-580 was included in I-38 and became running concurrently with I-38.
