Wikipedia:Applicable law

The Terms of use say that all users must comply with applicable law. That means that you must apply with any and all laws that apply to:
- the Wikimedia Foundation, and
- you personally.
United States laws apply to the Wikimedia Foundation (which owns Commons). As a result, the Wikimedia Foundation insists that all users comply with US laws.
Which laws apply to you personally depend on which country (or countries) you are a citizen, national, and/or resident of. If you are a US citizen living in the US, then you must comply with US laws. In all other circumstances, users must comply with both US laws and whatever local laws apply to them. This is because if you take an action that violates US laws, then the Wikimedia Foundation may block you for violating the Terms of use, and if you take an action that violates the laws of your own country, then your own country might arrest you or sue you.
