Valentine Mlowola is a senior official with the Tanzanian government.[1]
Mlowola received some of his police training overseas, in Egypt, the United Kingdom and the United States.[2] He studied at the FBI academy in Quantico, and the National Defense University.
He was a Senior Superintendent with the Tanzanian Police.[3] His interrogation of Hussein Abebe triggered discussion. US prosecutors had wanted to use Abebe's testimony to help prove their case against Ahmed Ghailani, and Mlowola's interrogation included what US District Court Judge Lewis Kaplan ruled were implied threats of continued detention if Abebe did not agree to testimony that would help convict Ghailani.[2]
In 2006 Mlowola was made a Police Commissioner.[2]
In December 2015 President Joseph Pombe Magufuli appointed Mlowola the Director General of the Prevention and Combating of Corruption Bureau (PCCB).[1] He held that post until 2019.[4]

Commissioner Mlowola has received law enforcement training in Egypt, the United Kingdom, and the United States. In particular, he studied for three months at the FBI Academy in Quantico, and received a one-year counterterrorism fellowship at the National Defense University in Washington D.C.

Ghailani's attorney Steve Zissou said Monday that the defense will open its case by calling Valentine Mlowola, former senior superintendent for the Tanzanian National Police. Mlowola's botched interrogation of prospective government witness Hussein Abebe led U.S. District Judge Lewis Kaplan, before the trial began, to bar prosecutors from calling Abebe to testify.

In early 2019, Magufuli fired a PCCB chief, Valentine Mlowola - his own appointment - following their conversation between them in which Mlowola advised the president to take care of the strategic leadership and leave the operational, tactical part of PCCB to professionals.
