Droop quota

In a belated answer to your question on the Droop quota Talk page: part of the problem is that the page is somewhat confused on terminology. In STV voting, the term "Hagenbach-Bischoff quota" simply isn't used. Rather, the term "Droop quota" covers any quota in the range votes/(seats+1) to int(votes/(seats+1)+1). The origin of the round-up version is based in the fact that early STV methods were strictly integer-based.
