That IP address is not directly blocked. You're still not following the instructions in the block message and omitting information that would have been necessary to evaluate the block. Going by the code you used for your original unblock request, I assume you got a message that said something like: "Your IP address was blocked because it was recently used by blocked User:XYZ. XYZ was blocked by admin ABC with a reason of "Original block reason". At a closer look, I assume User:XYZ is actually User:Sidzadaun, blocked for YourQuote-related spamming, something you were also implicated in. Thus the autoblock was working as intended and your account has now been blocked directly for sockpuppetry (see particularly WP:MEAT) and evading a prior block.
