[edit]First you have to wait a few days. New accounts are not able to upload files. While you are waiting for your account to mature make some edits to improve the text of articles. Then look to the links on the left hand side of this page. In the box labeled "toolbox" there is a link called "upload file" click on that and follow the instructions.
