I need help with removing a copyright tag and uploading an image to improve an article please. Would like to get in touch with an administrator, copyright specialist, or an ORTS agent for guidance. Thank you!

Major parts of the Malek Jandali article are copied verbatim from this website. That's a copyright violation. I have thus re-added the copyright tag. The article will have to be rewritten significantly to remove those pieces of copied content; we should summarize in our own words what the sources have to say about Jandali. Before that is done, the copyright tag should not be removed.
Uploading an image is also a question of copyright. Did you take the image yourself, do you own the copyright? Are you willing to irrevocably release the image under a free license so that everybody can modify and re-use it for any purpose, including commercial purposes? Then you can upload it to the Wikimedia Commons via their Upload Wizard. If someone else owns the copyright (likely the photographer), then that person would have to explicitly release the image under a free license.
