I am not advertising about GBRC, It is an Indian state government organization and wanted to create a page informing users about this organization. It is understandable if the language used seems like an advertisement, which i regret. however, such pages exist for many state government organizations. please inform me how to create a page like our sister organizations such as https://en.wikipedia.org/wiki/Department_of_Biotechnology, https://en.wikipedia.org/wiki/Gujarat_Science_City,

What you describe is the exact definition of advertising. Wikipedia is not for merely providing information. Wikipedia articles summarize what independent reliable sources with significant coverage choose to say about(in this case) an organization, showing how it meets the special Wikipedia definition of a notable organization. Your draft was loaded with promotional language, when it instead should be written with a neutral point of view without embellishment. If you work for this organization, that needs to be declared, see WP:COI and WP:PAID.
