You may not be familiar with WP:WikiProjects. They are groups of editors who collaborate to improve articles. Most commonly, they choose to focus on a particular subject area. Under Wikipedia's rules, if a group of editors chooses to work together on an article, then they are permitted to display their group's banner on the talk page -- even if some editors might consider their subject to be "offensive". The meaning of the LGBT studies WikiProject banner is simply "This group of editors is willing to help with this article", not "This person is gay".
