[edit]First of all, I commend you for taking on such a huge article! That being said, there are thousands of ways you could edit to and add to this article. I’ll try to focus on the aspects I saw you edit in your history section. It’s great you’re adding sections to Literacy in Africa; this is important in fighting systemic bias in the article.
Literacy in Senegal: • Is there an article about education in Senegal you could link to? If not, could you explain more why many students do not attend school long enough to become literate? I linked World Bank for you, as I thought some readers may not know of the organization.
In general, adding more links will strengthen your article, especially to articles about education in certain countries [if they exist].
In general, how do concepts of literacy differ in Africa versus the Global North? This may be beneficial to add to the introduction section of Literacy in Africa.
I also think a discussion on poverty and literacy would be beneficial, if it is not somewhere else in the article. This abstract touches on that connection a little bit: http://elibrary.worldbank.org/doi/book/10.1596/1813-9450-3496

Adding a photo or two relating to literacy in Africa will also strengthen the article.
On Literacy in Afghanistan: Perhaps it would be appropriate to create a section called “Literacy in the Middle East”? Most people don’t usually associate Afghanistan with Asia.
