The block is this one, and has happened because a serial long-term abusive editor has been using an IP address in this range, and you have been hit by collateral damage. You will either need to find another location to edit, or request IP block exemption; however, the latter will only happen if you are a particularly prolific contributor to the project (paging Drmies as a ping was attempted).
