It seems that the paper may be an appropriate source for information in one or more Wikipedia articles, but perhaps you are having trouble formatting the reference. See WP:CITE. The reference should follow a sentence that explains a point made in the paper that is relevant to the article and placed appropriately within the article. Feel free to leave me a message on my talk page if you need help figuring out how to add information from the paper to appropriate Wikipedia articles and/or how to format the reference.
