ArbCom 2017 election voter message

Hello, The Wiki ghost. Voting in the 2017 Arbitration Committee elections is now open until 23.59 on Sunday, 10 December. All users who registered an account before Saturday, 28 October 2017, made at least 150 mainspace edits before Wednesday, 1 November 2017 and are not currently blocked are eligible to vote. Users with alternate accounts may only vote once.

The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.

Request reason:

I surely wasn't editing under the IP address which seems to have vandalized, as I have edited the English Wikipedia only with this account, except for this edit which surely isn't vandalism. I have a shared internet connection so I suppose someone else was editing under the same IP address. Can I have an IP block exemption? The Wiki ghost (talk) 18:32, 28 December 2017 (UTC)[reply]

Decline reason:

The IP address that you edited from was blocked as a proxy. However, you have been able to edit your talk page so you plainly have access to an unblocked IP. Consequently, an IPBE is not necessary. Just Chilling (talk) 19:33, 28 December 2017 (UTC)[reply]

Just Chilling, to my knowledge editing the talk page still works even when the editor is affected by an IP block, just as it would work if they were directly blocked. No opinion on IPBE, which likely would need a CheckUser to take a look. Huon (talk) 19:37, 28 December 2017 (UTC)[reply]
User:Huon is right. I can edit this talk page, but everywhere else on Wikipedia I get the message You are currently unable to edit Wikipedia (in red characters) when I click on Edit.
