I have userfied the article Urban Resilience (i.e., moved it into your user space). Judging from your initial edit summary, it appears you will be adding content, which is certainly welcome; however, we can't have empty placeholder articles on the article space. I have moved the article to User:Tappinator/Urban Resilience. You are welcome to work on it there as long as you need. This page is still publicly visible, though it's not considered part of the encyclopedia, and as long as the content doesn't violate the user page policy it's not likely to be deleted.
