You are referring to WP:SO. This requires that your original account be unblocked. As you just set up this (and at least one more) account to evade your block, you have now reset that timer. It's also a lie that you waited 6 months. Your last round of sockpuppet accounts were in May, 2018, just over three months ago. Note that you will have a hard time getting your block lifted under WP:SO given that you've been banned, not just blocked, and have continually shown utter contempt for our policies and guidelines.
