'Notable'

In English Wikipedia, listing someone as 'Notable' usually requires that a Wilipedia article about that person already exists. That is why the other names in that Notable students list appear as blue lettering. Having a reference for a notable person is optional, as the Wikipedia article about them provides that. Thank you for the precision. I might just take up some free time to make sensei Louis Ho a Wikipedia page, if he consents to it.
Question : Do we actually need consent to make someone a Wikipedia page?
