The Philippines is a low HIV risk country, with less than 0.1 percent of the adult population estimated to be HIV-positive. Between 1984 and 2014 the greatest means of transmission was through sexual contact. Homosexual men are at the greatest risk of contracting HIV through sexual contact. The highest concentration of MSM (men who have sex with men) infected men is in Metro Manila. Several factors puts the Philippines at an increasing risk rate for HIV such as, a conservative culture, adverse to publicly discussing issues of a sexual nature; rising levels of sex work, casual sex, unsafe sex, and injecting drug use.
