Speedy deletion of John Miller (chemist)

A tag has been placed on John Miller (chemist) requesting that it be speedily deleted from Wikipedia. Additionally, please don't add blocking templates to other users pages. Adding this template doesn't have any function - only administrators can block accounts. I notice the image page specifies that the image is being used under fair use but there is not a suitable explanation or rationale as to why each specific use in Wikipedia constitutes fair use.
