Submission at Articles for creation: A Mechanism for the Perpetual Preservation of Electronic Records of Value (June 29)

Our digital stuff editor has asked me to understand why the article was rejected? We use an Avatar 'SophieTwice' for all digital editing BTW.
She has looked at other articles and they have far fewer citations of relevance than this one.
As the convenor of the Committee referred to, I can best understand the form of citations required. Should I/some participants have our own career pages on Wikipedia for example?
With a copy of the original Committee Technical Report attached, its harder to validate the article than that I would have thought?
