If you want to create an article on the band you are associated with, you would need to submit it through the Articles for Creation process and disclose that you have a conflict of interest. Do note that if you submitted your sandbox draft in its current state, it would not be accepted as you need to show that the band has received significant coverage in reliable sources that are independent of the subject of the article.
