Sorry I didn't get back to you sooner. The IP appears to have stopped vandalizing for now. What you can do if that happens again is warn him with an appropriate warning and level form [page] and when they get their "final" (fourth) warning, you can report them on this page (there are directions there for how to do this) and an admin will look over their contributions and block them if necessary.
