re Railway signal

I have reverted your recent change, as it appears you have misunderstood what happens. A dark signal has to be interpreted as displaying the most restrictive indication it can display, which is almost always either "Stop" or "Stop and Proceed". Since the section is so long i believe the section should be split into a new article.
